Since you have quoted Oscar Wilde...may I ask you to please tell me what "on the rates" is supposed to mean?
From Oscar Wilde's "The Soul of Man Under Socialism:"
"He should decline to live like that, and should either steal or go on the rates, which is considered by many to be a form of stealing"

'On the rates' means relying on society to give you money. The government had set up a system of poor relief which was referred to as the rates. There was on old country saying referred to by Karl Polanyi in The Great Transformation: the political & economic origins of our time " Once on the rates, always on the rates"

Does it means that once on rate....it takes away people's self respect and once self respect gone stealing and be on rates are same?
